If target  type is product&category or category we will sent api request to  category check api and if receive product ,we can call product info api to get product details,otherwise exclude from election list and wont send api request to product gather api.

 If target type is product&category 
          The server must first filter cookies using the category that is set up in the campaign.
          After that, you must send the request to product check api.   
          If target type is category, using category check api.
