What we want to be able to accomplish is this
Advertiser can sign-up on website
Advertiser can upload graphics
Advertiser can pay for impressions/clicks
Billing system
It looks like Billing System Integration (with Publisher payment UI) BILN3/BILA3 may work for us. But I need to know if the advertiser will be able to sign-up and upload their banner ads.
