Hi guys, Can we setup "zone specific third-party ads" by using pass back ad tag plug-in?

In general, the third-party ad tags monetize every impression, clicks, etc. When our server does not hold any ads to display, these third-party ad tags are displayed instead of displaying the blank ads. These Pass Back ads are also meant to be Zone specific third-party ads.
