Is There, A Way To Calculate billing system cycle?

Every month invoice will be generate for advertiser and publisher by executing cron job. This cron should be run every month beginning and the bill amount should be generate for advertiser and publisher. If any  advertiser do not pay their bill, that advertiser banner get blocked by admin. Admin pay the publisher bill amount,publisher share calculated based on publisher share percentage set by admin.
